[chain] Collect Network Telemetry at Different Sizes/Distributions

Collect data as the network scales up beyond 50 nodes (what we currently run at). And as we increase the size of blocks.

For each release, we want to produce a "table" of performance.

In a perfect world, we can correlate what we see here with our simulated p2p somehow (so we don't actually need to run everything).
