PDF downloads

Hello - I have a user asking if they can download full PDFs of The Reasoner, The New Reasoner, and Universities and Left Review.

Is this possible on the website?

We discussed this in detail off GitHub. Waiting for a conclusion on whether to permit this or not. Currently downloads are disabled.
