Unable to Browse files via Button "Click here to browse files"

### Describe the issue

The file upload functionality is not working using "Click here to browse files" button: Clicking the button does not open the file selection dialog.

Steps to reproduce

1. From main menu go to Observers
2. Go to the Monitoring observers
3. Go down to the screen with "Drag 'n' and drop files here to start uploading or Click here to browse files" .
4. Click on button "Click here to browse files". and under this button is a message"You can upload a file with 5 MB"
5. Observe that no file selection dialog appears

### Expected behavior

Browse button: Clicking should open the system’s file selection dialog to choose a file
