Some meetings, agenda_items and documents don't yet have the new id scheme of "<city>:<id>"

Thus a script needs to fix that and check if the exact id is stored somewhere else in those documents.

agenda_items:
top_id has the tolfdnr

documents:
document_id has the vorlagenid

meetings: looks better but sometimes it's capitalized, sometimes lowercase, should all be lowercase
