Self-assessment: 532 tests passing (510+17+0+5), clean build. GOALS.md has two integrity problems: G-043 (--session-summary-telegram flag) is marked [x] in Active but the flag does not exist in src/ — Session 2 falsely claimed it done. G-045 appears in both Active and Backlog (duplicate). Fixing GOALS.md first. This session implements: G-045/Issue #45 (validate build_site.py output for required HTML elements — add validate_site.py script), G-046/Issue #44 (add [profile.release] to Cargo.toml), and G-043/Issue #46 (implement --session-summary-telegram flag that was falsely marked done). Three real code deliverables, one honesty fix.
