Sail base images, based off Ubuntu 18.04 LTS for PowerShell development

Hello,

I need to set up a PowerShell development environment, but PowerShell Core is only supported on Ubuntu 18.04 LTS, not 18.10. Would it be possible to create Sail base images that are based on Ubuntu 18.04 LTS, instead of 18.10, for this purpose?

Might also be able to upgrade to Ubuntu 20.04 (The latest LTS version that will be supported for awhile):
