Windows ARM64 Support

LuaJIT does support ARM64 according to the luajit website

Only difficult thing would be testing to ensure it works on my end, I have a Linux x86 machine, a virtual Linux ARM64 machine and a dual boot to Windows x86, but Windows ARM64 is more difficult.

I'll have to see what I can do, but its ultimately up to how much people want this.
