Block Controls not restricting certrain blocks in the header

Navigation and Group blocks

1. I've tried to restrict nav items via Block Controls while in the FSE on 2 different test sites. I can restrict other stuff like the whole editor, text inside the header, and even the whole nav. But nothing happens when I turn on Block Controls for individual nav items.
2. I also saw that if there are 2 Group blocks back 2 back in the header and I try to restrict both (e.g., 1 for logged-in visitors and the other for logged-out visitors) only the first restriction (first Group block) works.
