Global Restriction Filtered Status Default Behavior and Counter Issues

Content Control v2.1.0.

Issue 1: When I have 1 enabled restriction and set the filter on Enabled (1):

1. I expect to go back to All (18) if I disable the 1 filtered restriction.
2. I expect to see in the Status filter dropdown: All (18), Enabled (0), and Disabled (18).

Instead, I stay on Enabled and the Status dropdown says All (0) and Enabled (0) https://share.wppopupmaker.com/qGuBjbJk

Issue 2: Related to Issue 1. The Status filter dropdown doesn't match the true counts.

1. All (18), Enabled (1), and Disabled (17) is correct.
2. When I select Enabled, I get All (1) and Enabled (1). I expect All (18), Enabled (1), and Disabled (17).
3. The same thing happens when I select Disabled. I see All (17) and Disabled (17).
