Supplement config.yaml with new entries from newly cloned repositories.
Problem: Sometimes a user wants to supplement existing config.yaml with new entries, in order not to lose anything they added to the config.
Solution: If the --suplement option is used, like: repos init --supplement then, scan directory for repos and add repos that are not present in the config file
