consider an end user summit at kubecon

Following the discussions at the TAB offsite in Atlanta.

Establish an “end user summit” at kubecon to get users together, similar to what OpenStack used to have. Format would be:

• A BoF
• A walkthrough of a specific reference architecture
• AMA with one or several end users

Next steps:

• Write a document with the pros/cons of the different possible formats
• Possible formats: dedicated event similar to the "maintainer summit" (co-lo day or before), dedicated track across the 3 days of kubecon, ...
• Separate CFP and review committee
