draft and store in tab repo an email template for reference architectures

Idea is to have an email template to use when reaching out to end users for reference architectures.

We should store it in our github repo, likely in the operations dir.

Looks really good, thanks @abebars ! Unless others have feedback i'm ok with already adding this to our tab repo? Should we add it as a new section in https://github.com/cncf/tab/blob/main/process/reference-architectures.md? Or just in a separate file in the same dir, reference-architectures-email-template.md or something similar?
