6 Unit Tests in the BasicPacketEncodingLayer rely on Simple Packet Format.
Three Options:
- Skip them
- Add specific tests for the packetformat (i think better use encoder tests in this case)
- Remove those tests or Remove NDNTLV tests from BasicPacketEncodingLayer.
