Implement Payload Inspector class for `LHCInfoPer*`

The ticket CMSHLT-3564 (see also PR cms-sw/cmssw#48226), demonstrates that it would be useful to have a tool to quickly inspect payloads of the type LHCInfoPerFill and LHCInfoPerLS to spot defects in them, as well as historic trends vs time, without directly running a full framework analyzer.
The BeamSpot* payload inspector suite at CondCore/BeamSpotPlugins/plugins contains many such examples that could be adapted to inspect the LHCInfoPer* payloads, with minimal effort.
