How to comment entries missing in PDB?

It's possible for there to be an entry in mmCIF but not in the PDB. These will show up as UNANNOTATED. Should/Can we comment these?

The reason why there's no PDB file is usually: "too many chains". However, we should check each individual mmCIF file first before adding that comment.

The general reason is 'Incompatible with mmCIF format'. That could be the default for now.
