Build Updates

Updates to Merino outputs, changes to naming conventions and metadata:

• Update the metadata fields for cell_info.txt to match the fieldnames in
  /cmap/data/vdb/PRISM/cell_set_definitions/PRISM_PR500.CS5_definition.txt
• Save ssmd_matrix as a gct file not a table.
• Change post-ComBat files from .CB to .COMBAT
• Output a list of Level 1 plates in level1_plates_n*.grp
• Generate Level1 data tarball
• Output a pert_info file with pert_id, pert_iname, pert_type, moa, target_name, smiles
