Habitus location duplicates

A file like UG.tsv has multiple locations of the same name and different lat/lon. Sometimes these are distinguished by one of the last columns that has values like STM, PPL, ADM4, PRSH, etc., but sometimes not. Nambale has 11 entries. Whichever one we use is probably not well-reasoned. It is probably the last entry which overwrites the previous ones. We need to pick the same one consistently and in such a way that other tools can get the same answer out of the same file.
