Implementing ALLOCATE BY PRIORITY

Hey! I'm planning on implementing vensim's ALLOCATE BY PRIORITY in my forked repo, but before I get into it I wanted to know if anyone else has already worked on this, and if there are any known issues I'd run into while trying to do this?

I have not implemented ALLOCATE BY PRIORITY. This would be a welcome contribution to SDEverywhere. I have implemented two new allocation functions for FIND MARKET PRICE and SUPPLY AT PRICE, but I have not finished validating them yet, so they are not ready to push.
