I'm also struggling with this. I tried installing make and gcc using Chocolatey, but I still get errors.

I created a new venv in windows (Pycharm IDE) with Python 3.7 and pip install dynet worked for me.

I tried 3.8, 3.10 and both didn't work for me.

dynet 2.1.2 is working for python3.7 python3.8 on windows.
