we need to be able to map github ids to IBMers

while we can use the email property to identify IBMers, it isn't consistently used. Even if we had all IBMers change their primary GH email address to their IBM email, that won't address the past. I'm looking to see how we can get information on IBM github accounts. EcoD was collecting GH ids at one point. I will see if I can get that data.
