Add KS3-horizontal

A spectroscopic system for D-alpha radiation, mostly connected to a photomultiplier. Sightline is horizontal. There is an IVIS picture with the diagnostic optical fibers backlit. It shows the spot on the inner wall. Also, there is a picture of the spot center position and the light cone origin obtained with a CAD sw. This should provide enough data to add realatively accurate model.
