Disallow plan `@hoff merge` command for repositories where `merge and deploy` is enabled

In repositories that have deployments configured, we rarely want to just merge. Because @hoff merge is easier to type then @hoff merge and deploy, it still happens that we type the wrong thing. We should make it harder to type the wrong thing, for example by making the command merge without deploying.
