AI panel needs better positioning

Problem:
The current AI panel positioning is inconvenient. Users often need to switch between the AI panel and the outline panel, especially when there are overlapping blocks. The right settings panel remains unused, which presents an opportunity for better UI efficiency.

Potential Solutions:

1. Utilize the Right Settings Panel: Move the AI panel to the right settings panel when it's free.
2. Floating Panel: Implement a floating AI panel that users can drag and drop anywhere on the screen.
3. Accordion UI in Outline Panel: Integrate the AI panel as a collapsible pane beneath the outline tree in the outline panel, with draggable functionality to adjust its height or collapse it completely.
