Can't download Local Links, receive error #16

What steps will reproduce the problem?
1. Try downloading Local Links

What is the expected output? What do you see instead?
Software will download, instead I get an error "Error has occurred Download
interrupted"
What version of the product are you using? On what operating system?
I'm on Windows 7.
Please provide any additional information below.
