Improve command line interface #213
Description
There's a lot of logic hidden within this library but really only provide one entry point (build_from.py). Per suggestion (@konklone, I think?), let's provide some additional entry points.
Should probably include:
- Build just the tree for just one annual edition (pull it in)
- Parse one notice
- Find and parse all notices for a reg
- List (and group) notices for a regulation
