Proviral upload into QAI fails

We did not update QAI to support the proviral upload, so it is currently failing.
Possible solutions:

1. Update QAI to support the upload. I found a branch where this was started here and merged master into it, but we would have to do some testing to make sure that everything works.
2. Suspend the proviral upload into QAI for now. This is straightforward to do, we would just need to comment out this line.

For now, we went with solution 2 (tagged v7.15.12) - but as soon as we have updated QAI to accept the proviral upload, we should switch it back to do the upload.
