why use neuroey.py?

What is the motivation to use this? Can this not be included inside filehandler.py? Why am I doing this? - This needs a revisit.

Possible explanation: Long back I was planning to keep it generic - ie to use moogli to not just neurons, but to keep it open, like to render molecules etc.
