Need to add access to read Projects.

Projects need to be added with the following featueres:
	Able to generate a projectID
	Able to add a projectName;
	Able to add a discription;
	Able to add a list of permissions;

	Able to compare permissions with user (for bug access)

Additionally adding tags would be a useful feature.
