Add a schema to xradio for calibration data, paralleling the one for MSv4

xradio's MSv4 schema defines how correlated data is stored; we need an equivalent for calibration data for (at least) RADPS uses. This should be, as the MSv4 schema already is, a single point of truth encoded in Python dataclass types.
