AppVeyor build doesn't run without MSVCP140.dll

Something isn't being statically linked.

I haven't had a chance to try the builds on a machine that doesn't have dev tools of any type. So I am not completely surprised that is required and I haven't noticed yet. I would need to research how to statically link that specific library. Otherwise, require people to have downloaded and installed the redistributable package.
