[Mempool] Dbsync to discoverydb transfer replace with libcardano's service

Currently, we don't have a mechanism to store raw transactions after it has been minted as blocks. We have only dbsync's parsed transaction and transfer that data as confirmed to discoverdb. We are trying to replace this service with Libcardano's service, which will listen to blocks and directly write to discoverydb.
