Gov Actions page frontend issues/bugs.

Voting issues.

1. Vote cast is rounding numbers causing some small vote amounts to show as zero percent.
   

2. Votes that are recast are not being updated in the ui and is currently showing the previous vote. (Specifically when recasting vote to "No")

3. Same vote on recast is not disabled. Users should be only allowed to recast vote if their vote is different from the previous one.

Search issues

1. The search bar on gov actions listing page only supports legacy gov action id.
2. Sort Filter is not working as expected.
3. Filter by status button is missing.
4. When an invalid id is provided in the search , the switch page buttons are not disabled .

Other issues.

1. This gov action proposal error needs investigation.
   
2. Some of the share buttons in the share dialog are not working.
