Valid Proposals in Preview Not Appearing in Listing

Refined Context

When fetching proposals using the API:
https://dev.drep.id/api/proposal?size=10&page=1, most responses contain null metadata from dbsync, even though they are expected to have valid metadata. We need to determine whether this issue originates from our API or from dbsync.

• Check if the proposals exist in dbsync.
• Validate the govAction format and confirm whether the proposal discussion submission follows the governance action format. If not, create a bug ticket.
• Verify whether the issue exists on the mainnet.

According to the research, it was found that the "author" field is missing in the proposal discussion submission governance action format and was not actually set in dbsync.

To confirm this, I created two Info proposals—one with the author field and one without it.
