preinstall: Add PPI action to reconfigure PCR banks

We have the most important PPI actions to enable / clear a TPM during install. There should also be an action to reconfigure PCR banks - this was deliberately omitted from the initial PR because I suspect it will be used much less than the ones that now exist.
