Support for Number Recycling across number porting

Idea: In case telco's decide in a country to add the original assignment date of a phone number to a contract owner to the number porting data, we could support a Number Recycling service that does not need to be reset when a number is ported to another telco.
The new telco could work with the original assignment date.
Note that this probably a lot of work to implement, but what if this becomes necessary, how would the API change?
For example, we could indicate in the answer that the answer is based on a "ported" assignment date. WDYT ??
