docs: OptimalEdgeDiscovery documentation not clear

Problem description

The Fall25 M4 review requested that OptimalEdgeDiscovery be revised for the Spring 26 release

I think the descriptions need to be clarified, the term "users" should be avoided (use API consumer, application end-user, etc. to be explicit), etc.
Also the positioning wrt the SimpleEdgeCloud API would be worth more explanation so that the EdgeCloud API consumers can better judge the choice of the APIs.

Expected action

Align and revise the documentation as per comment above.
