Need to have CMTools generate files for a datasetd based project #24
Description
Building dataset based projects could benefit greatly by a using CMTools to bootstrap. The codemeta.json file can provide the details of the specific versions required for Dataset, it could generate a default setups (e.g. setup.bash and setup.ps1). It could create a default YAML file for datasetd along with a skeleton htdocs tree. This could encourage the adoption of CMTools as well as Dataset for web application builds.
