Add tar package to enable kubectl cp invocations

Overview

The tar utility is needed in a container so that kubectl cp can complete successfully.

Snippet from the documentation:

!!!Important Note!!! Requires that the 'tar' binary is present in your container image. If 'tar' is not present, 'kubectl cp' will fail.

I never found a solution to this problem, so I finally wrote an application to copy files without tar.
It is just a beta, but is working fine on my environment.
