[FEAT] Indicator Deduplication #9
Description
- Migrate from timestamp based UUIDs to IDs derived from indicator context
- When a node receives an indicator from a watcher or via gossip
- Check for existing indicator w/ ID
- Increment sightings & reset confidence if degraded
