[FEAT] Node Key Rotation

- Allow mesh identity key rotation with re-registration
- Identify recipient via `endpoint` not `node_id` (TBD)
- How do I inform other nodes of the new identity?
- Would likely require migrating to stable, registry-assigned UUIDs
