Every time "bzl cache" starts it reports a number of cache evictions.

I can see that the list of evicted files it reports every start is exactly the same.

At the end of about 1 Mb worth of evict messages it finally prints
"Finished initializing disk cache at "d:\bzl_disk_cache". Current size: 215 GB (max: 215 GB)"
