Create CI Pipeline with Github Actions

Create a CI pipeline to run the tests, compile the client-side code, and build a deployable container image

- How should the builds be triggered? 
    - tag? branch commit (main/release)? something else?
- Where does the image get published to?
    - Github Packages? Docker Hub? somewhere else?
