Dataloader Not Pulling PDF Files with Correct Formatting

Client I'm working with has all pdf files coming through with no formatting and just blocks of text.

Steps to Reproduce

When uploading these files via Dataloader, I've attached images for test files 3 and 4 and the information used to upload them along with the result.

Expected behavior:

The expected behavior is to receive a pdf file and can display in the slideout or be previewed. Currently this is not what we're getting.

Reproduces how often:

This happened for all pdfs.
