Outage alerts

It'd be awesome if double_red could post outage alerts to #general.

Not sure how we'd trigger these, but figured it's worth discussion:

Perhaps a physical button on the door could trigger an outage alert. It'd be nice to rollup the notifications in the case where both are out (to avoid posting twice).
