Display network errors

Network errors need to be displayed somehow:

• We should add the capability for STKListBackgroundView to have a state of STKListBackgroundViewStateError. This will display when the list is empty because an error has occured. Ex. Searching for posts with no internet connection
• Short lived toasts/notifications that get displayed to the user when network errors occur
