Enable users to register PATs with readable labels

Different repositories might require different PATs for key2pdf to use to interact with them. This issue will:

• Add a cmd line option to register a PAT with a human readable label, e.g.:

key2pdf register-pat <label> <PAT>

• Store the label/PAT pairs in a file in /config
• Encrypt the PATs at rest
