Refactor BET_HANDLER

Currently Bets are not saved within the database because I did not think that anyone would want to have a full history. However, having it saved in the database could be expand the way for future functionality. This refactor would change BET_HANDLER so that each bet is saved to the database as well as keep a running total of users total bet gains/loses

Commit d3c06f7 updated the initialization part of BET_HANDLER to use the database, but still the main functionality in bet.rs needs to be updated
