Add coding for "PAR"

Dave,

x4i fails on this because the "PAR" coding came after x4i and I never made an effort to update the code

Would be good to have this coded in x4i. It affects 32978 reactions in the EXFOR-2023-10-27 database !
Not to mention the reactions (see below) where it Is missing.

Otherwise (that is, already) I am getting confused by EXFOR allocation to channels and sums of channels.

Recent adoption of up-to-date JSON version of EXFOR dictionaries may have resolved this issue
