Automatically enforce PlateID value for the Metadata_Plate column

The problem:

• we often rename plates to remove spaces and to get our preferred formatting
• however, then we we create load_data.csv, the Metadata_Plate column does not match our updated names

Requested enhancement:

• If we could force the value of the Metadata_Plate column to match the updated plate names, that would reduce downstream .csv fixing
