Add GPM as a `target`

I would like to figure out how to include GPM data as a target for precipitation analysis. Lots to consider:

1. Are existing cloud resources easily accessible?
2. How would we need to transform the data for EWB?
3. Dealing with data quality issues if they exist

Probably more that will come to mind in time.
